The AMP4NC program is designed aroound three core pillars & provides a guided, staged approach to implementation:
A tiered certification model ensures co-op staff and contract pilots are qualified for basic, advanced, and emergency drone operations aligned to utility needs.
Deployment kits with vetted drones, sensors, software, and support re-sources equip each participating co-op based on operational goals.
A statewide model enables shared resources, regional coordination, and scalable participation options for co-ops of any size.
Identify readiness level, onboard staff, and initiate FAA certification.
Equip teams with mission kits, integrate drone operations into workflows.
Partner regionally, contribute to the state response pool, and optimize system-wide resilience.
For co-ops building a complete in-house drone program. Includes equipment in-vestment, staff certification, and integration into daily operations.
Gives co-ops immediate access to contract pilots for storm, restoration, or special use—no internal training or equip-ment required.
Combines internal capacity with external support. Co-ops train a small team and access shared kits, contract pilots, or specialty tools as needed.
Provides basic training and coordination tools. Most flight operations handled by regional partners, ideal for smaller teams.
• Scaling Up Over Time: AMP4NC supports both internal growth and collaborative engagement. Each co-op can scale based on needs, budget, and staffing.
• Internal Progression: Co-ops can build capacity over time—training staff, adding equipment, and moving toward independent ops when ready.
• Collaborative Growth: Smaller co-ops can expand by forming partnerships or clus-ters with regional peers, sharing pilots and resources.
